Anyone ever bought hop on hop off bus passes and traveled, with carry on luggage, from Gare du Nord to hotel near eiffle tower? Is thtat a no no?

If you mean just a %26#39;flight attendant%26#39; size rolling suitcase, I don%26#39;t think there are rules against it - I%26#39;ve seen people with backpacks and large shopping bags on them - but why on earth would you want to?
Firstly, to get any benefit from the hop on/off experience, you really have to sit upstairs. That means lugging your suitcase up a very narrow spiral stairway that others are trying to come down.
Secondly, you%26#39;d have to do it twice. The bus you can catch near the Gare du Nord doesn%26#39;t go near the Eiffel Tower. You%26#39;d have to change buses near L%26#39;Opera/Madeleine. It%26#39;s also going to cost 25EU to do it - a taxi would probably be less (especially if you are not alone) and the metro would only cost 1.40EU.
As much as I adore the hop on/off experience, my advice is go dump the luggage and then get on the buses. The 2 day pass is much better value - only 3EU more than a one day pass.

We plan to buy the two day hop on hop off with the batobus (if they are running). I just thought it might be a more fun to see and experience Paris immediately.
