We are staying at the Le Meridien Etoile Champs Elysees mainly because we got a half price rate.
I can not afford to spend what we saved on dining out. Please recommend some inexpensive restaurants

I was in Paris just last month. Check out rue Grégoire de Tours in the 6th, right off Blvd. St Germain. There were a few restaurants on that stree that have fixed menu prices of less than 20 euro and the food didn%26#39;t seem to be that bad.
And of course, you can always do Chartier!
